Wolverine #19 (1989), a part of the "Acts of Vengeance" crossover event, finds Wolverine caught in the middle of a civil war in the fictional country of Tierra Verde.
Plot synopsis:
Wolverine arrives in Tierra Verde while tracking the mutant Roughouse. He finds himself tangled in a revolution led by a freedom fighter named La Bandera.
Simultaneously, the villainous Tiger Shark has been hired to go after Wolverine and is working with Geist, a former Nazi adviser now in the CIA.
Geist orchestrates an explosion at a hospital that is being used to experiment on political prisoners, framing La Bandera for the attack.
As Wolverine and Geist make their way through the hospital's tunnels, Geist reveals his plot to Wolverine.
Tiger Shark then ambushes Wolverine, pulling him into the water to fight, where the issue ends in a cliffhanger.
