Green Arrow #9 (1988) is the start of the "Here There be Dragons" storyline, where Green Arrow is blackmailed into working for a secretive government "Agency". The issue also focuses on the aftermath of Oliver Queen’s choice to kill a man during the Longbow Hunters limited series.
Plot summary
Green Arrow's internal conflict: The story explores Oliver Queen's guilt and inner turmoil following his decision to kill a man who tortured his girlfriend, Dinah Lance. Despite his lingering remorse, Oliver remains unapologetic about his actions, acknowledging that he can never return to the person he was before.
Shado's punishment: Meanwhile, in Japan, the Yakuza forces the archer Shado to prove her loyalty by shooting an arrow at a target placed on her mentor's neck. While she is successful, her superior, Obayun, still demands recompense in the form of Shado's thumb. She is able to escape when her mentor aims an arrow at Obayun, who then shoots the mentor dead. Shado retaliates by shooting Obayun through the skull.
Reunion with Shado: The issue sets up a new conflict that puts Green Arrow on a collision course with Shado and the Yakuza.
