During the final battle of the civil war on Cobra Island, the Joes and Cobra Commander's forces are caught between Serpentor and Destro's troops.
With the conflict raging, Zartan, a member of Cobra Commander's faction, fires an arrow at Serpentor, killing him instantly.
This removes Serpentor from the board, allowing Dr. Mindbender to immediately strike a deal with Cobra Commander.
The two agree to put their differences aside and ally to defeat Destro.
Destro, having achieved his main objective of rescuing the Baroness during the chaos, agrees to a truce and withdraws his forces from the island.
Without Serpentor's faction, the Joe forces' deal with him becomes null and void, forcing them to withdraw from the island.
In the end, Destro leaves Cobra Island with the Baroness, having accomplished his goals with minimal conflict. The war concludes, and Cobra Commander re-establishes control over the organization.
